International society is governed in organic synchronicities we link toghether in the international arena by virtue of cooperation. This has been the reality, that cooperation is a fundamental necessity, since the birth of the Westphalian order almost four centuries ago. Building on the observations of Steven Krasner, that the development of international sovereignty weakens, almost by default, the strenght of Westphalian sovereignty, we would like to add to Carl Schmitt's blilliant observation, namely that "sovereign is he who decides upon the exception".
